Nii is a plot-driver god-moded admin character 8D. That means that he does know too much, and can occasionally be a little overpowered. It's all for the sake of the plot! We're not doing it to spite you! Really! 8D.

Arcadia History:
Nii Jieni hails from the Saiyuki universe by Minekura Kazuya, where he is a scientist of dubious morals involved in resurrecting the great youkai king, Gyuumaou. Seeing that Gyuumaou is touted as one of the enemies of the series, and his resurrection is the thing the heroes are attempting to forestall, you can safely peg Nii as a villian. Woot.
Plucked from that universe, however, he found himself falling quite naturally into place by working for Jenova. His motivations are not clear at this point in time, although power and ambition certainly come into it, as well as a certain amount of boredom, scientific curiosity, and a hefty dose of let's see what explodes when we do this.
The first arrival on Arcadia, Nii soon discovered how to strongarm uSUC into giving him what he wanted. Thereafter, he used its manufacturing capabilities to work on recreating Jenova's physical body, a process, however, that mainly took place off planet. Which meant that at no time did uSUC have any contact with Jenova.
Thereafter, he was dispatched to Arcadia, with only the vaguest of further instructions, apparently serving as another contact point for Jenova on the planet surface, awaiting the day of her coming.
Personality
Nii is so utterly assured of his superiority that he doesn't even need to show it. He doesn't dress snazzily for anyone, not Jenova, not Sephiroth, not you. He's also hopelessly addicted to coffee and cigarettes, occasionally forgets to shave, and is snarky, sarcastic, and generally likes to poke fun at people.
All of this conceals a mind tuned for subterfuge, and Nii couples the arrogance with a generous dose of slimy. Highly intelligent, highly proned to boredom, (and highly horny), Nii generally has no qualms about messing with people's minds to see what makes them tick. He uses people like pawns, discards them when they're worthless, and generally shows no regard for any kind of moral code whatsoever.
He hates losing with a passion, which is just about the only time his temper shows. However, he failed the evil overlord test because he couldn't get his anger to become all-consuming and a fatal flaw. Oops.
However, Nii is fundamentally human. As much as he seems to scorn the world and all that is in it, he does possess a deeper, philosophical side, and is often seen staring at the moon. In anime, you know that means Deep Thoughts. Hints from the series suggest that he does possess great insight into the human psyche, but will simply stand aside and allow the trainwreck to happen, rather than try to stop it. Whether this is due to some emotional scarring from the past, well. Who knows.
...Which makes you wonder just how much of this self-assurance is real, doesn't it? If it's one thing that Nii is good at doing, it's keeping his thoughts to himself.
Canon History: (Contains spoilers).
Raised in a monastry, Nii Jieni, then known as Kenyuu, achieved a Ph.D. at a ridiculously young age of 18. Brilliant and exceedingly talented but singularly irreverent, and somewhat insubordinate, he vied for the position of 'Sanzou', as one of the protectors of the five divine sutras used to create the world. Said position could only be passed on upon the death of the former Sanzou, who held a selection round, picking candidates from the temple. Nii, much to hisannoyance chagrin fury, was never even selected.
That, however, did not stop him from crashing theparty trial, killing all the other candidates, killing the former Sanzou as the trial required, and taking the sutra as well as the title. This was witnessed by one Koumyou Sanzou, who then gave him the title of 'Ukoku Sanzou'.
No one knows what happened next. By the time the series starts, we see Nii as Doctor Nii Jieni, head scientist of the Gyuumaou project, plus the labcoat, minus the Sanzou robes, and intent on collecting the other four sutras that he doesn't already have.
Abilities
In canon, Nii's powers are never formally described. We see him killing the former Sanzou in a burst of crow feathers and a shower of blood that drenches him from head to foot. One other incident suggests that he is capable of inflicting a multitude of deep gashes on someone from beyond visual range. However, it is not confirmed that this is Nii's doing. He also has access to some kind of teleportation power, although this seems to be courtesy of the people he works for, since such a power is not limited to him alone.
As the holder of the sutra of 'void', Nii technically holds its power, although what this power is is not described in canon.
For the purposes of Arcadia, the mun has taken Nii to have the same power to inflict injury via magical crow feathers. However, this requires the feathers to have actual contact with the subject, and must be an attack launched while the subject is within direct sight of Nii. Like shooting arrows, basically.
He is taken to have some kind of power to enter and exit via shadows, over short distnaces (less than 1km).
